Residential BER Certificates

For houses and apartments (including extensively renovated homes), the BER process begins with a dwelling survey. We review fabric, heating and ventilation details needed to calculate the rating using the SEAI DEAP methodology.

New buildings

New buildings normally require a Provisional BER Certificate at the planning permission stage, and following the construction of the dwelling, a new-final BER certificate. The new-final BER is an assessment of the home, as actually constructed (which may differ slightly from the plans). Please note that Enrate does not provide BER services for new builds. If you are building a new house, you can search the list of registered assessors on the SEAI website to make further enquiries.

Preparing for the visit

Have documents ready
The following documentation is not essential but can help to make your energy rating more accurate. If you have this kind of information, please show it to the assessor at the time of the survey. There is no need to provide photocopies, as the assessor can take a photograph of the original document, while redacting any personal information such as names and signatures.
Any documentation for upgraded wall insulation or new windows (if it is still available). This might include invoices for materials delivered to the site, or an invoice from the works contractor which includes a detailed list of the works done. Best of all is a formal “Declaration of Works” signed off by the contractor or supervising architect.
Please note that the BER survey is “non-invasive”, which means that the BER assessor is not allowed to drill any holes in your house. However, if you know that walls were upgraded with extra internal insulation (warmboards) but lack the documentation to prove it, there is an option for you to drill some 25mm holes yourself to expose the thickness and general type of insulation, which the assessor would then photograph. These would be in each exposed façade of the house (e.g. two holes for a mid-terrace house, and four for a detached house).
Any documentation relating to the age of the original house, and/or any extension, especially anything to prove that the extension was more modern than the original house.
Where no documentation or evidence for insulation is available, the SEAI procedure requires that default values are used in the assessment, based on the era of construction of the dwelling. These assumed characteristics are generally better for modern houses, and worse for very old buildings.
Access to key areas
The assessor will need to access each room in the house to measure windows, floor areas, and assess the heating system. Please ensure that the attic, hot press, boiler location, and electrical meter box are not badly obstructed or padlocked. In general, there is no need to tidy up or to move any furniture around.

Check whether you already have a BER

Many homes already have a valid BER. If you are not sure whether your property has a BER certificate, you can check and download a valid certificate yourself using the SEAI National BER Register. Certificates remain valid for a period of 10 years. You will be required to enter your MPRN number in the search, which you can find at the top of your electricity bill. If you thought your property had a BER certificate but no result shows up on the register, then it is likely that the BER has expired.
